new street LAND USE AMENDMENT

LOCATION: Calgary, AB, Canada

YEAR: 2024

STATUS: Completed

Project in collaboration with XYC Design

With the support of the City of Calgary’s administration, we presented our proposed Land Use Amendment and right-of-way (ROW) closure for the south end of 45 New Street SE at the public hearing on January 12, 2025. The application was approved with a decisive 12-1 vote in favor. This rezoning shifts the site from R-CG (Residential Grade-Oriented Infill District) to H-GO (Housing-Grade Oriented District), allowing the flexibility needed to create a high-quality, context-sensitive development.

For the past two years, XYC Design and BOLD Workshop Architecture have collaborated on a 16-unit purpose-built rental project, specifically designed for this unique 66’ x 170’ site in Inglewood. With its mature trees and dual street frontages, the property offers a rare opportunity to introduce innovative, thoughtful housing that enhances both the lives of future residents and the character of the surrounding community.

LAND USE AMENDMENT

ROAD CLOSURE

KEY BENEFITS OF H-GO ZONING

Flexibility in Unit Types:

  • Over-Garage Units: Positioned facing St. Monica Avenue to enhance street activity and safety through passive surveillance ("eyes on the street").

  • Variety of Unit Sizes and Orientations: Accommodating a diverse range of resident needs.

  • Through-Units with Dual Exposure: Maximizes natural light and creates brighter, more livable interiors.

  • Dual-Sided Entry Units: Each unit features a private front porch, fostering a sense of community and ownership.

Optimized Site Planning:

  • Preservation of Mature Trees: Allows for the retention of the site’s largest, most significant trees.

  • Increased Side Setbacks: Exceeding Land Use Bylaw (LUB) minimums to improve privacy for both future residents and neighboring properties.

  • Enclosed Parking: Enhances aesthetics and usability while preserving green space.

  • Diverse Architectural Form: Ensures the development integrates harmoniously with the surrounding neighborhood.

PROPOSED H-GO ZONING

Enables a tailored, site-sensitive approach that prioritizes green space, privacy, and livability.

Supports innovative housing options that enhance neighborhood diversity and quality of life.

EXISTING R-CG ZONING

Limited unit type options, restricting creativity and adaptability.

Standardized site planning that compromises mature tree preservation and neighbor privacy.

This slideshow accompanied Kayla’s presentation at the Land Use Amendment Public Hearing. Presenters are given a total of five minutes to speak in support of or against an application and may include a slideshow to support their remarks.

In her presentation, Kayla shared her experience as an Inglewood resident since 2017, when she transformed a long-vacant, uninhabitable house into a new home with a laneway suite. She spoke about her personal connection to the community and her dedication to purpose-driven architecture. Her presentation showcased completed projects in Inglewood and other inner-city neighborhoods, as well as images from teaching a Work Integrated Learning Studio at the University of Calgary’s School of Architecture, Planning, and Landscape.

As a homeowner, architect, developer, and longtime resident, her presentation and images highlighted her commitment to fostering Inglewood’s vibrancy—welcoming new neighbors, supporting longtime residents, and ensuring high-quality design outcomes for future residents and the broader community.
